WCID110 Welcomes New Water Operator, Municipal Operations and Consulting (MOC) Effective May 1, 2023

The Board of Directors for Harris County Water Control and Improvement District No. 110 has authorized notification that the District has retained a new water utility operators company effective May 1, 2023. Please note NEW information pertaining to your water and sewer services account.

Customers will NOT see a disruption in water or sewage service due to this transition.


MOC will assume operations May 1, 2023 and is currently working with EDP to transition customer accounts to their system. There will be an insert in the next water bill sent by EDP about the transition which will include information about payments for May billing. You will also receive a pink door hanger after May 1 as well as a follow-up letter from MOC with the information about the transition in the mail (on blue paper)...be on the lookout and don't trash it.


Starting May 1, important transition information:

  • To report water leaks or sewer backups, call 281-367-5511.

  • For billing questions, please call 281-367-5511

  • MOC has 24/7 customer service available by phone for any issues or concerns.

Billing for May and June:

  • All residents will receive paper bills in the mail for May and June until you have your new accounts set-up.

  • Your May bill will come from EDP but have MOC return information and MOC contact information for billing options.

  • Mail-in bills: Bills from EDP for May will include return address for mail-in payments which will go to MOC. All check payments should continue to be made out to Harris County WCID110.

  • Online Bank Payments: all customers will need to update their payment information at your bank for this new remit to address, and then you receive your new bill you will need to update your new customer account number. Both are crucial to ensure proper posting of your payments.

  • ACH Payments or recurring credit card payments: Customers will need to visit the MOC website (www.municipalops.com) and set up a new online account. If setting up before receiving the first bill from Municipal Operations, please contact the MOC office at 281-367-5511

  • Automatic Pay By Phone: Please call 346-439-7222, but remember your account number will have changed from your EDP number to your new MOC number. You will need the MOC account number.

  • Other payment services including e-check, credit cards, and walk-in CheckFreePay locations will be available before your next bill due date. Visit www.municipalops.com for updates to payment services, as they become available.

  • Walk-in payments: can be made at 25003 Pitkin Rd., Suite D600, Spring, TX 77386.
